Fallon was angry but also desperate, her plan had backfired on her, she was hoping that the councilors would find a way to remove Annabelle from the palace from under her hair. Permanently. Instead they made her a concubine, thinking that the prince will not rape the woman he loves.
Ken raped Annabelle and from the way he responded, everyone knew that it was the first time that he was raping anybody... Her story has been discredited.
