I could tell that he was having an internal battle with himself with what he had done with Keyara. All of the royals in every supernatural species are only allowed one heir. There is a reason for this and this is to keep feuds away in the family. It's to protect the royal line. Because of this, it is actually not possible for any of the royals to have a multibirth for this reason. Unfortunately, there is nothing physically stopping any royal from having more than just one, well, other than the vampire species, which is why the two higher powers devised a punishment in case it were to ever happen. Thankfully, it has never happened for a real-life reference but that doesn't mean we don't all know what it would be.
