Since the children can play outside, I believe they are not hostages and are free to roam around. The witches do not want to make them feel like they are captives. I think the witches want them to be relaxed around them. They do not want the children to realize that they are with evil people. I see the children playing around the river every day, and the witches are not watching them as they believe nobody will come close to them.
