Harlow takes in the entire table with a single sweep of her eyes, noting the other alpha who is seated next to Anthony, noticing Vivian on the other side of Anthony, the two empty seats next to Vivian which are allowed for the two future alphas. The only other seats available are the two at the opposite end of the table. Harlow knows it is an obvious power-play, but the only way Anthony would gain anything is if she was to react to it. She has no such intention or inclination to sit with the man, she can see the dynamics from a distance. Close proximity just puts her in their mess and shelters her vision. An outsider looking in can see things a lot more clearly.
