Tobias has to take a sigh when they entered a room filled with the complete candidates for the reaping. When the elders required them as an audience, this is not what Blayze and Tobias had expected. From the years of apprehending to these old men who think they knew better, Tobias is well aware that people would create some sort of problem upon hearing the canceling of the whole ceremony.
Most elders would have power over the realm with only being connected to the Queen. These assholes already suffered when Bea did not take a sponsor when she competed in the reaping. So all would reckon that elders would be lively during this year's reaping.
