He could see after visiting three different war camps there were many differences between the way things were run by the Generals appointed to run them. Some of the military camps were very healthy, and the soldiers were happy, and they saw little to no battle at all. There was plenty of training, and the resources given to them were used properly.
Others, however, were not so well managed and the full hierarchy could not only be seen, but was off track. Where the lower-ranked soldiers were not treated very well at all. He wasn’t going to be able to fix it all right away either.
All of these camps had been under his father's rule for many centuries, and were going to be set in their ways and cause him problems when he enacted that plan to change things for the better.
