He shrugs. “Sometimes it is easier to hide in plain sight. The shapeshifter gene is not strong. It can carry for generations without activating, and then the humans give birth to a child who turns into their dog one day. Many end up in orphanages and live alone after they’re old enough.”
“And they can shift into anything?” I ask.
He nods. “Per what we have in books, they can shift into any animal as long as they have seen it before. Shifting into a human is rare, if not impossible- except the Queen saw one herself.”
