By the time Madison reached the school, her rage had cooled a bit. She understood that wolves couldn’t go against their alpha’s orders, but if they heard something, they should report it. That’s why the council was there. If someone wasn’t commanded directly, they could speak out. But everyone was too afraid of the repercussions that might happen to their families if they were caught. So, nothing is ever reported, and nothing changes.
