As previously mentioned, the Student Council elections are held in the form of an Electoral College, where each grade get 1 vote while the teaching body of the school also get 1 vote. This would mean there are a total of 5 votes (Grade 9-12 + Teachers). Before Mike's disappearance, the polls still showed that the Grade 12 students will vote overwhelmingly for Leo's opponent, being ahead by at least 20 points.
