In Hellian Kingdom, there are four places which people call a safe zone, located in the north, south, east and west of the country, namely Septrio, Meridio, Orientio and Occidentio respectively.
These four safe zones were protected by four well-off families in the whole country, they’re names were completely unknown to ordinary citizens and only the people who belong to the upper echelon of the society was the only groups that can get the chance to meet them, that’s why almost 90% of the businesses and hundred acres of land in the safe zone belong to the upper class, the 10 remaining percentage were people who got lucky that their letters were read by the owner and was given a permit.
