"Three incidents in two weeks," Victoria reported during an emergency council meeting. "Redwood hunters were attacked in neutral territory. Chen's scouts reported being fired upon. And James claims Mountain Crest warriors were ambushed near their eastern border."
"Who's responsible?" Dante asked.
"That's the problem. No one's claiming responsibility. The attackers wear no identifying marks, leave no clear evidence. They could be rogues, could be an organized group, or could be orchestrated by someone trying to destabilize the alliance."
