The facility that was being targeted by the revolution held a few modded humans along with a couple of specially trained soldiers and some dn mutants as well and it was located in the midst of a town, somewhere in China which means it was well populated. This fact works well for the revolution because then they could rely on proper combat without the use of the dragon which would actually spell trouble for them since the facility held more members and more dragons than the team that the revolution could afford to send on the mission.
