They want out of the pack treaty. We all know that’s not possible because if that happens, balance will be broken. The pack treaty serves as the one holding all the pack together so that we’ll all have a peaceful life despite how different from each other. Tsk. They wanting to break from the treaty means that they want to go out of that group so that whatever they do, we won't be able to sanction them. That would be difficult to control.
