Alice was looking after the decorations. He trusted his sister because she had great taste in terms of decoration. Atleast that's what she said when she heard his plan. Jace purposely did not tell her about the other surprise he had been planning.
Jace loved his sister, but he couldn't trust her with a secret. She had a big mouth and may reveal the surprise.
