The noble houses didn’t see it coming, but some acted unperturbed compared to others. A few of the house leaders were surprised but cooperative. Others, less so. And then, there are those who seem nervous and acting suspiciously. Given the nature of the investigation, all of them made their guesses and assumptions. Their behavior and reactions were added to the report.
Sam did give the leaders the discretion to divulge certain information to the heads of houses, that is, if there’s little doubt in their involvement to the problems that have arisen. If the rebellion is indeed going to happen, the loyal houses are their allies. They needed to communicate the needs early on.
